<p>Sultanate of Oman – 2 February 2026<br>During the official launch ceremony of the electricity interconnection project in the Sultanate of Oman, Qatar Fund for Development (QFFD) announced the provision of an additional loan of USD 21.5 million to the GCC Interconnection Authority to support the implementation of the electricity network works within the Sultanate.<br>This additional financing builds on QFFD’s earlier loan of USD 100 million to the project, bringing QFFD’s total contribution to USD 121.5 million. The announcement reaffirms QFFD’s commitment to supporting strategic infrastructure initiatives that enhance regional integration and advance sustainable development objectives across the Gulf Cooperation Council (GCC) countries.<br>The ceremony was attended by Mr. Fahad bin Hamad Al-Sulaiti, Director General of Qatar Fund for Development, H.E. Sheikh Mubarak bun Fahad Al-Thani, Ambassador of the State of Qatar in Muscat, H.E. Mr. Mohsen bin Hamad Al-Hadrami, Undersecretary of the Ministry of Energy and Minerals, and Chairman of the GCC Interconnection Authority, and H.E. Eng. Ahmed Al-Ibrahim, CEO of the GCC Interconnection Authority.<br>In his opening remarks during the ceremony, Mr. Fahad bin Hamad Al-Sulaiti, Director General of QFFD, stated: “This additional financing reflects QFFD’s firm commitment to supporting vital energy infrastructure projects, recognizing their fundamental role in enhancing regional integration and advancing sustainable development pathways, while contributing to economic and social stability across the region.”<br>H.E. Mr. Mohsen bin Hamad Al-Hadrami, Undersecretary of the Ministry of Energy and Minerals and Chairman of the GCC Interconnection Authority, stated: &#8220;The Gulf electricity interconnection has proven over more than two and a half decades to be one of the most successful models of joint Gulf action, as it has contributed to enhancing the reliability of electrical networks and achieving significant economic savings for the GCC countries.&#8221; He also explained that the direct link project with the Sultanate of Oman enhances the depth of the Gulf network, increases its operational flexibility, and embodies a distinguished model of Gulf partnership in financing vital infrastructure projects, supporting energy transformation and sustainable development in the region.<br>Adding on to his part, H.E. Eng. Ahmed Al-Ibrahim, CEO of the GCC Interconnection Authority, continued: ““The project will achieve significant operational and economic benefits, enhance the reliability of the Gulf electricity networks in light of the transition to renewable energy, increase the capacity to exchange electricity between member states, and embody the Authority&#8217;s ability to transform the strategic vision of the leaders of the GCC countries into executive projects with a tangible impact”<br>This cooperation reflects the continued role of the State of Qatar in strengthening regional partnerships and supporting infrastructure initiatives that enhance the integration of Gulf energy networks and improve the efficiency and resilience of electricity systems, with positive impacts on economic development and sustainability across the region.</p>

<p><strong>Gaza, Palestine</strong></p>



<p>The State of Qatar has established a first aid station at <strong>HH The Father Amir Sheikh Hamad bin Khalifa Al Thani Hospital for Rehabilitation and Prosthetics in Gaza</strong>, funded by Qatar Fund for Development, to treat emergency cases in northern Gaza and injured individuals waiting for aid.</p>



<p>The medical point, which receives hundreds of patients, provides rapid response to treat injuries through a specialized medical and nursing team dedicated to serving the wounded, offering available treatment, and referring some cases to hospitals run by the Ministry of Health in Gaza and other facilities, using ambulances operated by the Ministry of Health, the Palestinian Red Crescent, and medical services.</p>



<p>Over the past few weeks, the hospital has treated around 2538<strong>injured individuals</strong>, and received Nearly <strong>220 martyrs</strong>, including <strong>1227 injuries and 119 martyrs in the last week alone</strong>.</p>



<p>Mr. Fahad Hamad Al-Sulaiti, Director General of Qatar Fund for Development and Chairman of the Hospital’s Board of Directors, stated:<br><em>&#8220;In line with the Fund’s commitment to humanitarian work and our sense of responsibility towards our brothers and sisters in Gaza, we continue to support </em>HH The Father Amir Sheikh Hamad bin Khalifa Al Thani Hospital for Rehabilitation and Prosthetics in Gaza, <em>to ensure the delivery of care to those in need under the most difficult circumstances.&#8221;</em></p>



<p>He also renewed his call for the international community to take a firm stance that allows for the immediate and safe entry of aid and ensures the protection of civilians and humanitarian workers.</p>



<p>He added:<br><em>&#8220;The severe escalation in Gaza and the direct targeting of civilians impose an undeniable moral and humanitarian responsibility on the international community. Systematic starvation, lack of medical resources, and ongoing aggression are crimes that only deepen the suffering of innocent people, and they must stop immediately. Humanitarian aid is not a tool of pressure and must never be used as a weapon against the vulnerable</em></p>



<p>Mr. Ahmad Naeem, Director General of Hamad Hospital, stated:</p>



<p>&#8220;The establishment of the first aid and emergency point comes as part of the hospital’s humanitarian duty amid the collapse and weakness of the health system in the Gaza Strip, due to the systematic targeting of hospitals. This is in addition to the deteriorating field conditions in the northern area near the hospital, which witnesses a daily influx of large numbers of injured individuals waiting for aid.&#8221;</p>



<p>He continued:</p>



<p>&#8220;The responsibility is immense and requires the joint efforts of all international and local medical institutions to help alleviate the suffering of these wounded individuals by supplying the medical point with the necessary equipment and supplies, especially in light of the severe shortage of medical resources caused by the blockade imposed on the Strip and the occupation’s prevention of life-saving materials used to treat the injured from entering.&#8221;</p>



<p>In addition to this emergency response point, the hospital continues to offer its core services to hundreds of injured and persons with disabilities through its three main departments:<br><strong>Prosthetics – Medical Rehabilitation – Audiology and Balance</strong>,<br>as well as the <strong>CT scan unit</strong>, the only one currently operational in northern Gaza.</p>

The agreement will fund the construction of new hospital buildings and the rehabilitation of war-damaged infrastructure, expanding the hospital’s capacity to more than 200 beds and ensuring critical healthcare access for the local community.<br>Speaking on the occasion, Mr. Fahad Bin Hamad Al-Sulaiti, Director General of QFFD, stated: “This agreement reflects Qatar’s unwavering dedication to supporting global humanitarian causes and strengthening essential services in conflict-affected areas. <p>In implementation of the directives of His Highness Sheikh Tamim bin Hamad Al Thani, the State of Qatar provides reliable electricity supply to the Syrian Arab Republic through the sisterly Hashemite Kingdom of Jordan, to address the country’s severe shortage in electricity production and enhance its infrastructure.</p>



<p>This vital Qatari initiative comes as part of an agreement signed by the Qatar Fund for Development with the Ministry of Energy and Mineral Resources of Jordan, in collaboration with the United Nations Development Programme to provide operational support if and when needed.</p>



<p>The initiative will provide reliable electricity supply, generating power from 400 megawatts of electricity daily and gradually increase production at the Deir Ali power plant in Syria. The electricity will be distributed to several Syrian cities, including Damascus, Rif Dimashq, As Suwayda, Daraa, Al Qunaitra, Homs, Hama, Tartus, Latakia, Aleppo, and Deir ez-Zur, contributing to the improvement of basic services and enhancing the stability of affected communities.</p>



<p>In this context, Mr. Fahad bin Hamad Al-Sulaiti, the Director General of the Qatar Fund for Development, emphasized the importance of this collaboration in supporting sustainable development and enhancing regional solidarity. He stated, &#8220;This initiative represents an important step towards meeting Syria&#8217;s electricity needs and reflects a shared commitment among all parties to work collectively for the benefit of the region. <p><strong>Muscat, Sultanate of Oman </strong></p>



<p>Qatar Fund for Development has signed a loan agreement with the GCC Interconnection Authority to finance the expansion of the electricity grid in the brotherly Sultanate of Oman, as part of efforts to enhance regional cooperation and sustainable development. The total project cost is estimated at 560 million USD, with the fund contributing a loan of 100 million USD.</p>



<p>The project consists of the construction of two 400 kV electrical transmission lines connecting the Al-Sila station of the GCC Interconnection Authority in the UAE to the Ibri station, which will be built by the Authority in Oman, with a total length of 530 kilometers. The project includes the construction of two 400 kV electricity transmission substations in both the Ibri and Al-Bayouna areas, equipped with advanced control, protection, and communication systems to ensure reliability, efficiency, and safety. It will also include dynamic compensation stations to enhance network stability and increase transmission capacity, providing an overall transmission capacity of up to 1,700 MW, with a net capacity of 1,200 MW.</p>



<p>This project is a strategic step toward the integration of the GCC energy networks and a vital strategic initiative aimed at enhancing the integration of regional energy grids, increasing the reliability and sustainability of electricity systems in the region. It comes in response to global calls for the development of energy infrastructure and the achievement of sustainable development goals.</p>



<p>The project will provide significant benefits for Oman and the GCC countries, achieving savings of hundreds of megawatts from additional generation capacities, thereby reducing the need to build new power plants. It will also facilitate and enhance electricity exchange between GCC countries and Oman, increasing the flexibility of electrical systems and improving their stability. Additionally, it will reduce operational costs by cutting down the operational expenses of connected countries and generate significant annual financial savings. An important benefit of the project is its contribution to reducing carbon emissions, supporting environmental conservation goals.</p>



<p>In his statement, His Excellency Eng. Salim bin Nasser Al-Oufi, Minister of Energy and Minerals, confirmed that the signing of the financing agreement represents a strategic step within the GCC energy integration policies. He pointed out that the project enhances energy security and sustainability, supporting the GCC countries’ plans to develop energy infrastructure in an efficient and reliable manner.</p>



<p>His Excellency also praised the central role of the GCC Interconnection Authority in implementing joint interconnection strategies, emphasizing that this project strengthens the stability of electrical networks and supports the GCC’s drive toward integrated energy markets. He added that the contribution of Qatar Fund for Development reflects the importance of partnership in financing vital energy projects that contribute to sustainable development and enhancing the flexibility of the regional electricity system.</p>



<p>His Excellency Mohsen bin Hamad Al-Hadrami, Undersecretary of the Ministry of Energy and Minerals and Chairman of the GCC Interconnection Authority, noted that the electricity interconnection project is one of the most important infrastructure projects approved by the GCC leaders. Since its operation in 2009, the electricity networks of GCC countries have been linked to a shared Gulf network, aimed at maintaining energy security for the electricity grids of GCC countries and achieving the highest levels of reliability, dependability, and efficiency. The Authority has successfully avoided power outages in member states’ networks by providing immediate support to transfer required energy through the interconnection network, with more than 2,800 support cases provided since the system’s inception.</p>



<p>He added that the Authority is keen to meet the growing requirements of electricity networks in all GCC countries. It has prioritized the expansion and development of the electricity interconnection between member states and the region’s electricity networks, leading to the implementation of several major projects to expand the grid, including the direct interconnection with the Sultanate of Oman. These projects will raise the capacity of the GCC interconnection network and provide member states with increased capacity in emergency situations.</p>



<p>Al-Hadrami pointed out that this project is a strategic step towards the integration of Gulf energy networks and a vital initiative to increase the reliability and sustainability of electricity systems in the region. It responds to global calls for energy infrastructure development and sustainable development goals.</p>



<p>For his part, His Excellency Eng. Ahmed Al-Ibrahim, CEO of the GCC Interconnection Authority, said that the project, which is expected to begin construction in the second half of 2025 and enter into service in the first half of 2027, will effectively contribute to improving network stability by reducing the impact of major outages and ensuring continuous operation under various conditions. He added, “The project will enable the networks to accommodate growing loads and support future expansions. It will also significantly contribute to accommodating renewable energy sources by enhancing the network’s ability to receive electricity produced from clean sources such as solar and wind energy, supporting the environmental goals of the GCC countries. It will also play a significant role in increasing energy exchange and trade between GCC countries and providing electricity trade opportunities for GCC countries, especially Oman, with the Republic of Iraq.”</p>



<p>He further added that the financing agreement is a continuation of the ongoing cooperation between the Authority and the Fund in the current phase of the electricity grid expansion, in addition to the southern Iraq interconnection project. There are three major projects to enhance interconnection with Kuwait, the UAE, and Oman, with a total cost exceeding one billion USD.</p>



<p>Al-Ibrahim commended the ongoing cooperation between the Authority and the Fund, which enhances the Fund’s contribution to financing infrastructure projects in the GCC countries to achieve sustainable development goals.</p>



<p>On the other hand, His Excellency Mr. Fahd bin Hamad Al-Sulaiti, Director General of Qatar Fund for Development, stated that the signing of the agreement is part of Qatar Fund for Development’s commitment to strengthening the economies of Arab and developing countries by providing the necessary financing and loans to implement development programs. This initiative is based on a shared belief in the importance of regional cooperation, with energy being a fundamental element to achieving stability and economic and social development in our countries.</p>



<p>This project reflects the Qatar Fund for Development’s continuous commitment to enhancing regional partnerships and efforts to support sustainable development, contributing to building a prosperous and stable future for the GCC countries and the Arab nations in the region.</p>

<p>Qatar Fund for Development has announced its continued support for Lebanon&#8217;s reconstruction efforts by laying the foundation stone for the rebuilding of Karantina Hospital in Beirut, in collaboration with the Lebanese Ministry of Health. This project is part of the necessary rehabilitation following the catastrophic explosion that struck the Beirut port on August 4, 2020.</p>



<p>The foundation stone ceremony was attended by a delegation from Qatar Fund for Development led by Acting Director General, Mr. Sultan Ahmed Al-Asiri. Also present were several prominent figures, including His Excellency Sheikh Saud bin Abdul Rahman Al Thani, Ambassador of the State of Qatar to Lebanon, His Excellency Dr. Firas Abiad, Minister of Public Health in Lebanon, and Dr. Michel Matar, Chairman of the Board of Karantina Hospital. This project represents a significant step toward rebuilding and equipping Building &#8220;B&#8221; of the old hospital and is part of Qatar’s commitment to supporting Lebanon, as pledged by His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar, during the donors’ conference held in Paris on August 9, 2020.</p>



<p>Since the Beirut port explosion, Qatar has played a pivotal role in providing humanitarian aid to Lebanon, including medical and food assistance, as well as establishing field hospitals to address medical crises. This project reflects Qatar’s comprehensive approach to supporting Lebanon’s healthcare infrastructure and enhancing its capacity to handle emergencies.</p>



<p>This partnership between the Qatar Fund for Development and the Lebanese Ministry of Health signifies the continued steadfast support from Qatar for Lebanon and reaffirms Qatar’s commitment to helping Lebanon achieve stability and sustainable development for its people.</p>

<p>Following the heavy rainfall that caused widespread floods in north- west Syria IDPs camps early this year. Thousands of Internally Displaced Persons (IDPs) in 99 sites were severely affected directly by the floods. tents were destroyed in addition to deaths and injuries.</p>
<p> </p>
<p>In response to the crucial need, Qatar Fund for Development signed an agreement with IOM to target 11 informal IDPs sites with camp infrastructure upgrades as a flood mitigation response.</p>
<p> </p>
<p>Where the project will not target only preventing flooding, improving the accessibility through road and pathway repairs, and providing basic infrastructure works. But also Improves the living conditions and access for IDPs living in informal settlements in north-west Syria.</p>
<p> </p>
<p>“Every winter, heavy rain and flooding cause widespread damage and exacerbate the humanitarian needs of IDPs across Syria.  As such, this winterization agreement will enable us to ensure that life-saving flood response is secured in northwest Syria across various informal IDP sites as a flood mitigation response.” Said Mr. Misfer Al-Shahwani, Deputy Director General of projects, Qatar Fund for Development</p>

<p style="text-align: center;"><strong>Qatar Fund for Development inaugurates the &#8220;Qatar Mosque&#8221; as part of the Rawabi City project in Palestine</strong></p>
<p>Qatar Fund for Development inaugurated the Qatar Mosque in the Rawabi city project in Palestine in the presence of the Palestinian Prime Minister His Excellency Dr. Muhammad Shtayyeh and a delegation from the State of Qatar headed by His Excellency Mr. Khalifa bin Jassim Al-Kuwari, Director General of Qatar Fund for Development, and Chairman of the Board of Directors of the Bayti Real Estate Investment Company, which owns the project. The founding partner is the Palestinian businessman Mr. Bashar Al-Masry and the Mufti of Jerusalem Sheikh Muhammad Ahmad Hussein, in addition to important VIP’s from the Palestinian community.</p>
<p>The mosque was built on a total area of about 8,400 square meters, and the capacity of the mosque is estimated at about 3,000 worshipers, including one prayer room for men and another for women, in addition to a multi-use hall and various facilities. By opening the mosque, it will contribute to meeting the residents of the city and will play a fundamental role in reviving the city and neighboring villages, especially in important religious events.</p>
<p>It is worth noting that Qatar Mosque is part of the first phase of the project, with a total of 6 residential neighborhoods, which provide about 2000 housing units in addition to various office spaces and a commercial market with more than 100 brands. The project also includes various public facilities such as Rawabi Academy, the Grand Roman Amphitheater and public parks.</p>
<p>Rawabi is the only integrated city in the West Bank, as it was established in 2007. The city has also contributed to providing direct job opportunities for more than 800 Palestinian employees working to develop this vital project in addition to about 10,000 indirect job opportunities. The project also contributed to providing high-end housing units for people with income. The Mediterranean, in a modern style, contains all the important amenities for its residents.</p>

<p><a>Qatar Fund For Development&nbsp;(QFFD) has contributed&nbsp;</a>USD 2 million to the United Nations Human Settlements Programme (UN-Habitat) to clean up debris and hazardous waste resulting from the years of conflict in Yemen.</p>



<p>Partnering with the QFFD, UN-Habitat will&nbsp;contribute to the social and economic recovery of conflict-affected areas by developing and implementing an effective debris management strategy and the removal of debris. Apart from being a threat to health, the waste also affects economic recovery and delays the return of displaced people.</p>



<p>The project includes a&nbsp;hazard waste removal and safe disposal component, carried out by experts, which will benefit residents of affected areas. In addition there is a training component for young people who will work on recycling, and reuse of debris from damaged buildings, which will be reused to rehabilitate and reconstruct other houses.</p>



<p>The Deputy Director General of Projects Development at QFFD,&nbsp;&nbsp;Misfer bin Hamad Al-Shahwani stated: “ The crisis in Yemen has created many intractable problems that need long-term development solutions. We are proud of this&nbsp;strategic&nbsp;cooperation with UN-Habitat, as this agreement will contribute to creating a healthy clean environment, improve livelihoods and help&nbsp;internally displaced persons.&#8221;</p>



<p>The Head of UN-Habitat’s Yemen Office Wael Al-Ashhab said there were huge amounts of debris and hazardous waste created by the fighting.&nbsp;</p>



<p>“This project will improve the living conditions of the host community and the internally displaced in Sa’ada City and improve the overall environment of the city,” he said.</p>

<p style="text-align: justify;">Qatar Fund for Development (QFFD) participated in a ceremony held by the Somali Federal Republic to initiate the rehabilitation project of the Diplomatic Institute. The ceremony was attended by HE Ahmed Eissa Awad, Minister of Foreign Affairs and International Cooperation, with the participation of Qatar&#8217;s Ambassador to Somalia, Hassan bin Hamza Hashim. He also attended the ceremony, as well as ministers, parliamentarians and ambassadors accredited to Somalia. In addition to the Chairman and members of the Parliamentary Friendship Committee of Somalia.</p>
<p style="text-align: justify;">In this context, HE Ahmed Issa Awad, Minister of Foreign Affairs and International Cooperation of the Somali Republic, delivered a speech praising the Qatari government&#8217;s continuous support to Somalia. He pointed out that the opening of this institute represents a qualitative addition to the Somali diplomatic activity through the training of diplomatic cadres at the ministry in cooperation with brotherly and friendly countries.</p>
<p style="text-align: justify;">The renovation works included the rehabilitation of the entire building from the facades, units and interior halls, as well as the improvement of the infrastructure of the project as well as the extension of public and private facilities for the project. In addition to the rehabilitation of the Prime Minister&#8217;s Building, the Ministry of Planning, Investment and Economic Development, and the Mogadishu Municipality building</p>
<p style="text-align: justify;">It is worth mentioning QFFD is currently implementing a range of different development projects in Somalia , where the work is underway on the construction of the 90-kilometer Mogadishu-Jowhar road and the 22-kilometer Mogadishu Afgoye road.</p>
<p style="text-align: justify;">The project aims to contribute to the support of the Somali brothers through the contribution and support of the State of Qatar to the Somali government through the establishment of headquarters and state institutions to strengthen the efforts of the Somali government in the stability and economic development. This is part of the ongoing efforts of the State of Qatar to empower developing countries and bring them to stability and prosperity in order to achieve peace and justice.</p>
