QFFD Participates in Africa Ministerial Regional Preparatory Meeting for the Midterm Review of the Doha Programme of Action

Doha – 9 September 2026:
H.E. Mr. Fahad bin Hamad Al-Sulaiti, Director General of Qatar Fund for Development (QFFD), participated virtually in the Africa Ministerial Regional Preparatory Meeting for the Midterm Review of the Doha Programme of Action for the Least Developed Countries, held in Addis Ababa, Ethiopia, on 8–9 September 2026.
The meeting brought together African Least Developed Countries and international and regional partners to assess progress in implementing the Doha Programme of Action and to merge regional priorities ahead of the High-Level Midterm Comprehensive Review Summit of the Doha Programme of Action.
Discussions highlighted the structural and financial challenges facing African Least Developed Countries, including widening financing gaps, constrained fiscal space, rising debt burdens, climate-related vulnerabilities, and the need to strengthen productive capacities and resilience while advancing sustainable graduation.
During his intervention, H.E. underscored the importance of bridging financing gaps and strengthening international partnerships to support sustainable development and graduation in Least Developed Countries. He highlighted the need to mobilize innovative and flexible financing solutions that can expand productive capacities, strengthen economic resilience, and safeguard hard-won development gains.
H.E. further emphasized the importance of strengthened international cooperation and partnerships in supporting countries throughout their development and graduation pathways, including through predictable, long-term financing that responds to evolving development needs.
QFFD’s engagement in support of the Doha Programme of Action is also reflected in its ongoing partnership with UN-OHRLLS. Following Qatar’s hosting of the Fifth United Nations Conference on the Least Developed Countries (LDC5) in March 2023, which saw the adoption of the Doha Programme of Action, the State of Qatar announced a USD 60 million pledge to support its implementation. This support includes a core contribution to UN-OHRLLS, as well as funding for key programmatic streams implemented by the Office, notably the agreements on “A System of Food Stockholding to Address Food Insecurity in the Least Developed Countries” and “Building Resilience in LDCs”. This partnership contributes directly to advancing the priorities of the Doha Programme of Action ahead of its Midterm Review in 2027.

The meeting concluded with a focus on consolidating Africa’s priorities and strengthening international, regional, and South-South partnerships ahead of the Midterm Review Summit of the Doha Programme of Action.
